Meetings

"Meeting” means any kind of gathering, convened to discuss public business, in person, by telephone, electronically, or by other means of communication.

Official action cannot be taken by a municipal governing body except at a valid meeting held in compliance with the Colorado Open Meetings Law (C.R.S. §§ 24-6-401 - 402.59) Specifically, no resolution, rule, regulation, ordinance, or formal action of a “local public body” is valid unless taken or made at a meeting that meets the requirements of the Open Meetings Law.

Important Information

Pursuant to C.R.S. § 24-6-402(2)(c), a local public body is deemed to have given full and timely notice if the
notice of the meeting is posted in a designated public place within the boundaries of the local public body no less than 24 hours prior to the holding of the meeting.
The public place or places for posting such notice must be designated annually at the local public body’s first regular meeting of each calendar year. The posting must include specific agenda information where possible.  (C.R.S. § 24-6-402(2)(c))

 

FAQs

Verbatim minutes are a word-for-word account of all discussions, votes, talking points, and action items that occurred during the meeting.  Verbatim minutes focus on personal comments rather than overall discussions or decisions.

Action minutes only capture the conclusion or decision and not the discussion that led to it.

Summary minutes are brief and concise. Like action minutes, they contain a record of actions taken. However, summary minutes also include a record of the main points of discussion.

A quasi-judicial case is one in which the Council members are acting as judges rather than legislators; the Council is not making new laws, but rather applying existing laws to specific facts, concerning one person or a small number of people rather than the entire City, at a public hearing.
